Job Description

This job description is intended as a working document only, giving a guideline to the major tasks to be performed. It is anticipated that the post will develop as working practices change in order to meet the demands of the service, new legislation or policies of the council. It is expected the post holder will contribute to and assist in the development of such changes.

Job summary

To manage, lead and develop the delivery of the Council’s Planning Policy service, working in conjunction with the Development Management Service and all service areas to achieve organisational, performance and financial targets and in full compliance with all procedural and legislative requirements.

To be responsible for the operational and day to day delivery of the service seeking to embed a culture of continuous improvement in service quality, cost efficiency and customer responsiveness.

Main Accountabilities and Responsibilities

  1. Act as the key advisor to the Council on planning policy
  2. To prepare and review the council’s statutory Local Plan, including any related strategies, design briefs and supplementary planning guidance considered to be necessary, and ensure that the Council’s plan making facilitates the delivery of the quality development needed in the Borough
  3. To manage, in collaboration with the Development Management service, development of the Council's policies with regard to conservation areas, listed buildings, and the environmental enhancement of the historic built environment.
  4. Ensure that the Planning Policy function is delivered in a business-like and efficient manner, reflecting national and local targets and that resource distribution and systems are appropriate to maintain and improve performance.
  5. To pro-actively engage with internal and external partners as appropriate, including other councils within the county and the wider geographical area.
  6. To lead the team on providing robust and comprehensive comments on relevant national, neighbouring authority and other consultations.
  7. To prepare reports, attend and present to Council Members, community groups, agencies and other stakeholders.
  8. To prepare and review strategies, policies, evidence bases and procedures in connection with the planning service, including the Local Plan, Neighbourhood Development Plans or Orders and other related statutory documents.
  9. To co-ordinate research and information activities in connection with the development and operation of the service.
  10. Represent the Council at development plan examination hearings, public inquiries and other planning hearings, as well as at consultation events and public exhibitions related to development plans which may take place at evenings and weekends.
  11. Take personal responsibility for particular high profile and complex projects and cases where a high level of professional and managerial involvement is required.

Support the Development Management function in:

  • defending the Council’s decisions at appeals to the Planning Inspectorate. This may involve both the preparation of the Council’s evidence and giving that evidence as the Council’s expert witness.
  • delivering a high quality and responsive pre-application advice service.
  • negotiating financial and other planning contributions / obligations, including liaising with external organisations such as the County Council, to ensure the level of community infrastructure achieved is maximised.
  1. Promote customer satisfaction when delivering Planning Policy Services including the provision of professional advice and appropriate engagement with the local community and other stakeholders, including colleagues and elected Members, in relation to planning matters
  2. Ensure that the Council is advised of all its statutory and other duties under the legislative provisions concerning Planning and related matters and to advise on steps to be taken and specialist resources to be procured to ensure the Council meets its responsibilities.
  3. Ensure the Planning Policy team understands and implements new regulations, legislation, planning policy and guidance at a national, regional and local level
  4. Support the Assistant Director (Planning) in managing the budgeting needs of the Planning Policy Service in accordance with the Council’s financial management policies, procedures and guidance
  5. Be responsible for ensuring that appropriate processes are in place for the recruitment, selection, training development, motivation and discipline of staff within the Planning Policy Team in order to maximise the effective and efficient working of the team


To carry out such other duties as may be required of you, commensurate with the grade and level of responsibility, as directed by management. To participate as required in the Council’s Emergency Planning Operations which may involve duties outside the post holder’s normal job description and contracted hours. In the event that an incident has occurred which disrupts the council’s ability to deliver its critical functions, the post holder will be expected to participate in the recovery stage which may include undertaking duties within the post holder’s competencies in other departments and/or at other locations.

A commitment and contribution to the Council’s Equal Opportunities Policy is an essential requirement of the post.

The post holder will carry out all duties and activities having regard to the provisions of the Health and Safety at Work Act 1974, and in accordance with any instructions from senior members of staff under that Act or any Council or Departmenal Codes of Practice or Procedures.

The post holder must ensure that data quality and integrity is maintained and that data is processed in accordance with council policy, the Data Protection Act, the Freedom of Information Act and other legislation

The post holder will comply with Statute and Council Policy in all respects.

An awareness and commitment to section 17 which places a statutory duty on police and local authorities to work in partnership to reduce crime and promote community safety. It is also required that community safety is to be a thread running through all functions of the LA
