Highways & Transport Project Manager

Building and Construction - Northamptonshire

My client, a Local Authority in Northamptonshire are looking for a Highways & Transport Project manager to join their team within the Building and Construction industry. The Highways & Transport Project Manager will be required to undertake all key tasks and responsibilities to be expected of a project management role, in line with the PRINCE2 methodology or similar. This will include but not be limited to:

  • Plan the project from pre-procurement through to mobilisation and go-live
  • Identify and secure the skills and resources required to deliver the project
  • Project Manage and drive the project forward, ensuring the timescales and key milestones are met;
  • Draft and agree work packages with external consultants including objectives, a cost plan, defined milestones and deliverables;
  • Manage and monitor project expenditure and budget
  • Prepare a project communications plan and manage key stakeholders (including Senior Officers and Members)
  • Provide Highlight Reports and briefings to stakeholders as required
  • Identify and manage the risks and issues
  • Collate and compile information from a variety of sources in order to inform the procurement process;
  • Draft documents related to the procurement process;
  • Enable knowledge and skills transfer back to the Highways and Transport management teams in order to facilitate the future management of the contracts procured;
  • Listen to the needs of the Council and ensure that Member's priorities are achieved;
  • Report directly to the Head of the Highways and Transport Service;
  • Comply with NCC's project management standards;

The Project Manager will determine the exact method(s) of fulfilling these requirements.

Experience/Qualifications for the Highways & Transport Project Manager:

  • Experience of establishing, leading and delivering high-value, high-risk, complex procurement projects, specifically with experience of the Competitive Dialogue process;
  • Experience of project management, with a PRINCE2 qualification or equivalent;
  • Experience of the Highways and Transport industry;
  • Sound knowledge of the policy and legislative background relating to local government services.
  • Have a proactive approach to problem solving
  • Have proven leadership skills with the ability to support, motivate and drive others
  • Have excellent written, verbal and presentation skills
