Barton Willmore expands infrastructure & energy team

Tom Carpen  [square]Barton Willmore, a design and planning consultancy has expanded its infrastructure and energy team with the appointment of a new planning associate.

The appointment of Tom Carpen from the Planning Inspectorate (PINS) comes after he spent the last eight years working as an infrastructure planning lead, advising applicants and other stakeholders on large-scale development consent order applications.

During that period, he led the energy and the transport teams working across the full range of national infrastructure project types, with particular expertise on fossil fuels, offshore and highways projects.

Prior to his work for the planning inspectorate, Carpen had planning roles at the Greater London Authority and led the implementation of the Mayor of London’s decentralised energy and climate change planning policies.

Carpen said: “It’s an exciting time to be joining Barton Willmore. Having been involved with national infrastructure from its beginnings, and worked across the full range of projects with the Planning Inspectorate, I am looking forward to bringing this experience in-house to Barton Willmore to help them grow their infrastructure and energy services.”

Carpen joins Barton Willmore’s growing infrastructure team following the recent appointment of infrastructure and energy director, Ben Lewis, from GVA.
