Head of Development Management
The GLA Planning Unit is looking for a skilled and inspiring manager, as its new Head of Service, on a full time/permanent basis.
The ideal candidate’s experience will speak for itself, they can lead from the front, and shape a high quality strategic planning service within the Development Management section of the Planning Unit.
You will be politically astute, and have a proven track record in London, and be confident in dealing with Planning Appeals/JR’s, complex strategic planning issues and dealing with a huge variety of applications, and competing priorities.
As the Head of Service in Development Management, you will manage planning teams that assess planning applications that are referred to the Mayor, and work in collaboration with boroughs to deliver the ambitions of the draft London Plan. You’ll need to understand how to apply the London Plan, in a pragmatic and sensible way that encourages development and delivers the Mayor’s objectives.
You will be expected to present reports to the Mayor and Deputy Mayor directly, so you will need excellent written and verbal communication skills. You will also need exceptional negotiation skills, and the ability to work successfully with a range of internal and external stakeholders.
You will deputise for the AD Planning and ensure that the senior management team are fully appraised of any arising issues in a timely manner. A key function of this role will be to improve the breadth of corporate knowledge within Development Management, and encourage collaborative working across departments, ensuring the highest professional standards are always evident.
A detailed knowledge and understanding of national and regional planning and development issues, legal processes and policy trends are essential. You will guide the Planning Decisions team, ensuring work programmes are established, robustly monitored and delivered in accordance with the Mayor’s objectives and priorities, and within allocated budgets. You should be able to demonstrate that you are focused on delivery.
You will closely monitor your budget and prioritise work programmes with the assistance of your management team. You will be responsible for developing an improved and factually accurate monitoring system and work with the AD Planning to improve income streams
You should have a degree/post graduate qualification in planning or equivalent with eligibility for RTPI membership.
