Fixed term contract - Maternity Cover, 12 months or on return of the substantive post holder 

We are looking to appoint an experienced Planner and Team Leader to cover maternity leave and be part of a small but busy planning team working for Malvern Hills District Council. Our offices are based just a short walk from Great Malvern town centre and there is a leisure centre, Malvern Theatres and the beautiful Priory Park gardens nearby.

Planning across Malvern Hills District is facing an exciting and challenging time so we are looking to recruit an enthusiastic and proactive Area Planning Officer to join our customer focussed Development Management service. The role involves working on a range of minor and major planning applications, appeals and pre-application enquiries. We are looking for an individual who is able to present applications at committees, advise elected members and make recommendations on applications based on planning policy and other material planning considerations.

The successful applicant will have experience of handling a broad range of complex development proposals both urban and rural, will have negotiated section 106 legal agreements and will have experience of informal hearings and public inquiries.

You will be required to support the Planning Services Manager in the continuous improvement of a high performing service. As a qualified planner, applicants will have experience of delivering major applications on time and to a high standard, offering excellent customer service.

You will have comprehensive and up to date knowledge of planning law and practice, be educated to degree level with a recognised qualification in town planning, as well as full RTPI Membership.

You must have good computer literacy and be able to use MS Office, property databases and GIS systems.

The ability to work under pressure and manage a caseload of complex/contentious planning applications is essential. This is a demanding role, but an exciting challenge for the right candidate, therefore you must be committed and have a desire to succeed and develop your skills within the role.

You will be required to attend regular evening Committee meetings and undertake site visits so flexibility, a full driving licence and use of a car is essential.

You will also need to have a driving licence and use of a car.

Excellent presentation and communication skills, an appreciation of good design, the ability to negotiate planning obligations within tight deadlines, outstanding customer care, strong computer skills and a commitment to supporting performance improvement.

We are looking for an experienced individual who is able to successfully lead a team, providing valuable contributions with a friendly approach.

You must have relevant experience in Development Management, ideally gained in a local authority (although this is not essential).
