Horsham District Council has an exciting opportunity for a Principal Planning Officer within our Planning Compliance Team to cover a maternity leave.

Horsham is a busy Local Planning Authority considering around 3000 applications each year which is one of the highest number of applications in the surrounding area. We have an up to date Local Plan and a number of Made Neighbourhood Plans. We have at least 16,000 homes to provide for over the Plan period and we consented over 1100 in the last year.

We have an adopted Local Enforcement Plan which sets out Horsham District Council’s policy for the enforcement of planning control within the district. We receive approximately 600 cases each year ranging from household extensions; Gypsy and Traveller cases; barn conversions, change of use, commercial and compliance with major housing schemes, and take formal enforcement action when necessary to resolve identified unacceptable breaches of planning control.

As a Principal Planning Officer within our Planning Compliance Team you will take ownership of a large number of complex breaches of planning control. You will take the appropriate formal enforcement action to include enforcement notices, breach of condition notices, S215 notices, stop notices and Injunctions. This includes preparing delegated authority reports taking into account national and local planning policy, and dealing with any resulting appeals, prosecutions and direct action.

You will manage a varied caseload of housing, commercial and other types of interesting cases, and will be responsible for undertaking case reviews with officers within the team, signing off Compliance Officers reports when a case is closed and deputising for the Planning Compliance Team Leader when required. You will be a motivated individual who has experience of dealing with the taking of formal planning enforcement action, a good understanding of planning policy and is adaptable to change.
