Principal Empty Homes Officer

Homes for Cornwall, including bringing empty properties back into use, is a Cornwall Council priority, and the Council’s Empty Properties Project has enabled a significant number to be brought back into use through intervention by its Empty Homes Team.

The Team is expanding and through an emerging Empty Homes Plan the aim is to enhance existing processes and use skills and tools to greater effect, including through development and delivery of new initiatives and use of the range of enforcement options, including compulsory purchase.

This new post will be pivotal to increasing delivery. Whilst the post holder will be involved in other aspects of empty property investigation and enforcement, both directly and supporting other members of the Team, they will primarily be responsible for developing and implementing an effective programme for the compulsory purchase and appropriate re-use of suitable empty homes; including supervision of a small sub-team.

Accordingly they will be responsible for managing a significant caseload, including consideration of potential options and implementation of appropriate solutions for resolution of a range of complex empty property cases.

Ideally you will have a background in empty homes/other private sector housing enforcement work, or another investigatory and enforcement field, supported by relevant academic and professional qualifications (for example Chartered Institute of Environmental Health, Royal Town Planning Institute, or Royal Institute of Chartered Surveyors), plus significant practical experience, particularly of compulsory purchase.

Additional experience of project management would be an advantage. Complementing the above attributes you will be able to demonstrate sound supervisory, workload management, and organisation and prioritisation skills, plus commitment and a resilient attitude and approach to completing robust enforcement action in challenging circumstances.

You must also possess proficient verbal and written communication skills, and be able to work as part of a team; and also hold a valid driving licence.
