Team Leader - Development Management

Basic salary up to £43,662, plus car allowance, minimum 23 days’ holiday, rising to 28 days plus public holidays, local government pension scheme, flexible working arrangements, career development opportunities.

The Pembrokeshire Coast National Park boasts some of the most spectacular scenery and diverse wildlife in Britain including internationally important nature reserves, geology and archaeology. 

We are seeking an individual who thrives in a role with a strong focus on people and places and ensuring that local communities enjoy a proper standard of living and are actively engaged in the work of the Authority, working with partners and stakeholders across Pembrokeshire, Wales and beyond. 

Purpose Of The Role: 

Provide professional planning leadership and management of staff within the Development Management Service including Enforcement, with a clear emphasis on continuous improvement, performance delivery and customer service, under the direction of the Director of Planning and Park Direction. 

Main Responsibilities: 

- Manage the service budget effectively and manage a personal caseload of all forms of planning and related matters, acting as role model for the team. 
- Plan, prepare and present reports to Development Management Committee and other Authority meetings as required. 
- Act as expert planning witness at public inquiries and to produce statements and proofs of evidence as required for appeals and court hearings. 
- Represent the Authority at community council and other stakeholder meetings and within professional groups, being a positive and proactive role model in communicating and engaging with all stakeholders. 
- Respond to Welsh Government consultations and any other proposals relating to legislation and guidance, on behalf of the Authority within timescales. 
- Demonstrate commitment to the value of the planning service to the delivery of Park Purposes and the objectives of the Well-being of Future Generations Act and to act as advocate for the function both inside and outside the Authority. 
- Ensure that the service demonstrates ongoing improvement on quality and performance standards. 

Qualifications, Skills and Experience: 

- Town and Country Planning qualification or related discipline to degree level. 
- Membership of the Royal Town Planning Institute. 
- Relevant planning experience. 
- Relevant other experience, to include all or some of these: management of staff, responsibility for service delivery, successful process improvement and management of budgets. 
- Thorough understanding of the legislative, procedural and policy framework within which the planning system operates in Wales. 
- Understanding and appreciation of the key role of planning in the context of a National Park in Wales. 
- Welsh language ability (or an intention to learn) and a full driving licence.
