The Economy, Transport and Environment Department at Hampshire County Council is seeking to grow its Major Scheme Development team to secure even better outcomes for the residents, and businesses of Hampshire. We are looking for highly motivated, experienced transport planners who can work independently in a fast-paced environment to help develop schemes as part of a substantial portfolio of infrastructure investment. 

We have two Team Leader posts available which will be in the Major Schemes Development Team, one is a permanent post and the other a 2-year temporary post. Candidates will be considered for both positions during interview, please select your preference in your application.

The successful candidates will be required to manage their workload effectively with minimal supervision. You will be involved in shaping future infrastructure and managing high profile, high value, major schemes and projects from inception through to detailed design. Developing robust evidence bases, progressing bids for funding and securing funding through the DfT business case process will be key to ensure schemes can be delivered. Liaising with key stakeholders at the highest level will be required.

These are important roles within the broader Integrated Transport team as it helps shape and design future transformational improvements to the transport networks in the County. You will be part of an innovative team that in recent years have successfully increased the levels of funding for transport fourfold. You will report to the Strategic Transport Manager and the Head of Integrated Transport in the ETE Department. There may be direct line management responsibility as well as responsibility for managing framework consultants and internal and external project teams. 

These opportunities would suit individuals with a broad transport planning background including experience of developing large projects and directing and coordinating multiple professional disciplines and contractors.  At a technical level the individual should also have an expert level of understanding of transport scheme development and Government business case and bidding processes.

Job Purpose:

To manage the development of the County Council’s largest major transport schemes and strategic projects from concept through to detailed design. To secure substantial funding through the Full Business Case process working closely with key stakeholders and funding bodies including the Local Enterprise Partnerships. To support the Strategic Transport function in Hampshire and to support the Head of Integrated Transport.

Role Responsibilities:

  • To Client/Project Manage the development of high profile, major transport schemes and projects with a typical value of above £20m+ in accordance with defined priorities to deliver the Department’s objectives.
  • To manage the development of (WebTAG compliant) Full Business Cases and funding bids to secure substantial external funding to bring schemes forward.
  • To utilise strong leadership skills to manage projects to successfully meet time, cost and quality requirements. 
  • To work closely and effectively with key stakeholders at the highest level, including government departments and both the Solent LEP, Enterprise M3 LEP.
  • To oversee the financial management of the budgets relating to the development of major projects within your remit.
  • To develop and maintain a realistic project programme and ensure adequate resources are in place to keep to programme.
  • Manage the associated project governance and project related reporting, including risk and issues, project progress and status reports (RAG analysis).
  • To lead on the management of communication strategies for major transport projects.
  • To engage with Members and other elected representatives in relation to the major schemes and projects, maintaining strong public and political engagement.
  • To develop and maintain effective close working relationships within the project team, with internal contacts and all appropriate external agencies.
  • To work closely with the County Council’s Strategic Partner and other organisations as appropriate to commission work to assist in the development of major projects.
  • Work with/liaise closely with colleagues in Strategic Transport Delivery and Strategic Planning, Engineering Consultancy and other HCC Departments.
  • Direct line Management will be required alongside indirect project team management responsibilities.

Essential Qualifications, Knowledge, Skills and Experience:

  • Educated to degree level or equivalent in a relevant subject.
  • Extensive and proven relevant transport experience in the Project and Client Management of major transport schemes and projects.
  • Effective communication, leadership, influencing, written and problem solving skills.
  • High level of political experience, awareness and sensitivity. 
  • Proven ability in staff and project/programme management. 
  • Commitment to and understanding of corporate policies and strategies.

Desirable Qualifications, Knowledge, Skills and Experience:

  • Membership of relevant professional institution (e.g. chartered planner, engineer or incorporated engineer/project management qualification).
  • Management qualification (diploma or certificate) or relevant recent experience successfully leading a team.
  • Project, programme, budget management and technical skills.
  • Knowledge of relevant legislative and regulatory context and political awareness and sensitivity, understanding of corporate policies.
  • Proven ability to develop and maintain effective and integrated working solutions with external partners.
  • Ability to lead staff in a changing environment ensuring effective team and matrix management working.
  • Experience of Government Agencies/LEPs. 

Working Conditions:

  • Display Screen Equipment User. 
  • Driving HCC pool vehicle and own vehicle for work purposes to meet the travel requirements of the role.
  • Some site visits with full/part protective clothing according to location/risk.
  • Working outside normal office hours on occasions to attend meetings or consultations in the evening and at weekends).
