Infrastructure Delivery Team Leader

Salary range £39,239 - £58,857 per annum (36 hours per week)

Do you have a background in delivering infrastructure improvements using funding secured from new development and managing the various political, legal and public sensitivities associated with collecting and spending contributions? We’re looking for a candidate who can build and manage an infrastructure delivery team effectively in line with the Council’s values of Respect, Empower, Ambition and Learn to implement our Borough Community Infrastructure Levy (CIL), manage our Section 106 developer contributions and the London Mayoral CIL in Bromley.

This is a full time post to lead on infrastructure delivery in this large and varied Outer London Borough. The team is based within the Planning section of the Council’s Housing, Planning and Regeneration Department and reports directly to the Head of Planning Policy and Strategy.

The Council adopted its Local Plan in January 2019 but faces ongoing challenges and development pressures including London wide housing requirements, which the draft London Plan suggests will rise significantly upon adoption. Progress is being made towards adopting a Borough CIL in 2020 and we need a determined and enthusiastic individual to complete this work and manage the process and infrastructure delivery team going forwards.

We are looking for a candidate with great communication, writing and numerical skills ready to take a positive approach to helping the Borough actively manage its developer contributions. Full details are set out in the attached job description but candidates will be expected to have a relevant background, with experience of working in infrastructure delivery in the planning context.

For any further information about this post, please contact Tim Horsman, Assistant Director (Planning) – tim.horsman@bromley.gov.uk - 020 8461 7716.

Closing date 9th December 2019
