Biffa is on the lookout for a Planning Support Manager. This is a planning specialist role that supports the delivery of key corporate and operational business development projects relating to investment, growth and regulatory compliance. The scope ranges from UK-wide to local and timescales from short (weeks) to long (years). This support is essential to the commercial success, reputational standing and legal status of Biffa Plc and the role directly and indirectly impacts on that. To achieve national, regional and local business objectives, the post-holder will; manage and decide appropriate courses of action, so as to secure relevant planning permissions for new development; assist in undertaking planning due diligence; provide planning support with major contract bids; manage budgetary support relating to individual planning applications, assist with the management of the national database for planning consents; assist with monthly and annual reporting of project delivery against targets; help provide internal advice on planning matters and; liaise with local regulatory authorities and other relevant stakeholders over relevant planning matters.

PRINCIPAL ACCOUNTABILITIES

1 Preparation, submission and negotiation of planning applications for existing and new waste and resource management operations across the Group’s operating divisions so as to secure consents necessary to deliver relevant business and investment objectives.

2 Assisting and preparing responses to relevant national and local planning related consultations, engaging with external bodies as necessary, so as to help safeguard the Group’s current and planned business activities.

3 Appointment and management of external environmental consultants as necessary in order to deliver and maintain necessary consents for current and planned business activities.

4 Provide specialist planning advice and guidance across the business at management and front-line staff level in relation to current operations, development projects, major contract tenders, due diligence on mergers and acquisitions and departmental bulletins to further improve the performance of the business.

5 Input into and representation of Biffa Plc as necessary on external bodies such as ESA, Regional and local authority planning work groups and conferences/seminars to promote the business and help improve knowledge and understanding within the waste management sector.

6 Assist in management and maintenance of Biffa group-wide planning database in support of the Group’s business development and compliance activities and corporate responsibilities

7 Carrying out any other such reasonable job-related tasks as the Group may require.

NATURE AND SCOPE

Context:

The Environment & External Affairs (E&EA) department provides specialist, business-critical strategic and operational support across a number of environmental management fronts for all Biffa’s operating divisions, other central support functions and at corporate level. The E&EA Business Services brochure details these services.

The business support provided by the E&EA department spans UK-wide corporate and operational business development strategy formulation; risk management and compliance strategies with related delivery actions including voluntary and statutory reporting; negotiating and securing planning and environmental consents and compliance for current operational facilities and new business developments, detailed planning and environmental due diligence for mergers and acquisitions; major contract bid support, and planning and environmental policy and regulatory affairs work around influencing, positioning and liaison with national and UK regulators and national Governments. These support areas have taken on increased significance and higher profile following the new Plc status of the business.

The department has a strong team of highly experienced and qualified experts with the right skill sets to deliver this essential support.

The Role

The role of Planning and Development Support Manager is positioned to lend support to the team in the production and submission of planning applications, the monitoring of local and national planning policy to ensure the planning framework supports the Business’ development plans and the provision of advice and the support across all UK business operations. The role will also support management of the group wide planning database. The role necessitates a high level of professional and technical knowledge as well as previous waste industry experience.

The responsibilities of the role range from corporate and national operational business strategy through to front line operational practice, for example:

  • business strategy (development and investment projects, due diligence for mergers and acquisitions, regulatory affairs positioning),
  • functional strategy (planning compliance strategy delivery, development project delivery,),
  • influencing and implementing policy/strategy (commenting on local and national planning and environmental policy, advisory activities, technical support and advice)
  • standard operating procedures (compliance assistance and planning advice)

PERSON SPECIFICATION

  • Degree level qualification in Town & Country Planning or related subject; experience (minimum 2 years)
  • Minimum 2 years hands-on experience of working in planning dealing with planning applications for waste/minerals/environmental management, including dealing with environmental regulatory bodies
  • Project management experience
  • Experience of dealing with management and external regulatory officials and other stakeholders.
  • In-depth knowledge and understanding of current and proposed Planning and environmental legislation
  • In-depth knowledge and understanding of planning application guidance and requirements
  • knowledge of different types of waste management activity and techniques
