The Western route comprises over 1,847 miles of track from London Paddington station to Penzance and Worcester area. As we have entered a five-year term of investment, our people will be vital in building and delivering the railway improvement for millions of passengers every day.

Wales & Western Region is developing a new consents team structure which will support the delivery of a diverse range of enhancements and the more complex renewals schemes being sponsored within the Investment Directorate. These require a range of consents from environmental, highways, planning and property. There are several significant projects currently being delivered within the Region that need technical regulatory guidance and support. 

The consents team will need to be able to work with colleagues in the Investment Directorate and Capital Delivery Directorate to deliver a broad range of activities including:

  • Transport and Works Act Orders
  • Developing and supervising the implementation of Development Consent Orders along with technical advice on environmental and other consents required
  • Providing guidance on highway consents
  • Reviewing Environmental Impact Assessments for projects
  • Providing guidance on ecology legislation and licenses
  • Supporting our town planning and property colleagues with project interface.

There are three roles available based in Reading, Bristol and Swindon (FTC).

Workload on individual schemes will need to follow the project lifecycle so it is anticipated that individuals may be working on a number of schemes at any one time. Some travel will be required.

Essential criteria 

  • A planning or environmental degree or equivalent qualification and significant experience of implementing planning and environmental policy.
  • Experience of delivering consents to teams for major projects against a background of competing priorities and resource constraints.
  • Up to date and relevant knowledge of environmental and planning legislation.
  • Strong interpersonal skills and an ability to communicate, influence, negotiate and operate clearly and effectively with various stakeholders including regulatory bodies.
  • Ability to secure agreement to solutions whilst managing competing priorities of a range of senior stakeholders.
  • An ability to analyse and evaluate data from a variety of sources and to make judgements identifying relevant benefits and risks.
  • Strategic awareness of the impact of processes and actions on organisational reputation and its stakeholders.

Desirable criteria 

  • Membership of relevant professional body
  • Experience of making presentations to and/or participating in high profile public forums
  • Knowledge of large rail infrastructure project.
