Richmond and Wandsworth Councils have exciting opportunities within the Spatial and Transport Planning Service, administering CIL and S106. We are recruiting to fill 5x CIL and S106 Officer roles and a Senior CIL and S106 Officer role, to join our growing team.

About the Role:

The Senior CIL and S106 Officer (£32,643 - £45,704):
The Senior CIL and S106 Officer will work on high profile development casework across both Boroughs, providing comprehensive professional advice to colleagues and Senior Managers, and liaising with developers and residents. You will have responsibility for ensuring the Council complies with legislative requirements in administering and collecting CIL and monitoring S106 planning obligations. You will have the opportunity to coach, motivate and lead junior members of the team in both CIL and S106 matters, supervising the day to day tasks of the team to ensure delivery of an excellent service. You will also ensure the Council complies with reporting requirements and internal performance management targets, working to agreed and identifiable timescales.

Who we are:
There is a variety of different types and scale of development in Richmond and Wandsworth, from the iconic Battersea Power Station and the Ram Brewery to small residential extensions. The team works across both Councils, with an extensive CIL and S106 caseload administering CIL and monitoring S106 agreements that relate to this development. Developer contributions collected ensure necessary infrastructure to support major regeneration and growth can be delivered, whilst planning obligations ensure site specific mitigation of the impacts of new development for the benefit of residents, businesses and the local community.

You will:

  • Take a proactive role in administering the CIL and monitoring S106 agreements.
  • Support colleagues in understanding and applying the CIL legislation.
  • Have an eye for detail, a high level of precision and proven information management and numeracy skills, ensuring collection of CIL and S106 is carried out accurately and effectively.
  • Have a professional approach, with the ability to communicate complex information to a broad range of customers, internal colleagues and senior managers.
  • Independently handle an extensive caseload and meet challenging deadlines to ensure that the Spatial and Transport Planning Service is recognised as delivering an excellent service to all of our customers.
