Planning Manager
Part-time paid employment
20 hours per week, usually spread across 3 days per week; some additional hours may be required from time to time
Salary in the range of £40,000 to £45,000 (pro-rata) depending upon experience
Reports to Chief Executive
Location: must be flexible to work from home and from Welwyn village office as needed, and must have own transportation for occasional meetings in various locations around Hertfordshire
CPRE Hertfordshire is the countryside charity for Hertfordshire. We campaign to protect, promote and enhance the beautiful countryside across the county for the benefit of everyone.
The Planning Manager is a senior employee of the charity, responsible for managing a sizable team. Currently this is comprised of a part-time paid Planning Assistant and ten volunteers some of whom are qualified Planning professionals and others who are current or retired professionals in fields such as architecture, civil engineering, and construction project management.
Our Planning work is a major part of our charity’s activity. Our reputation as a skilled and trustworthy organisation is founded on our participation in the development of Local Plans and in our responses to significant planning applications within the County. We also collaborate with national CPRE and local CPREs in other counties to develop policy positions and respond to government consultations on important Planning matters. We campaign to influence those in local and national government roles to protect, promote and enhance the countryside, and we provide advice to local campaign groups and to our members on Planning related issues.
Responsibilities and Duties
- Provide effective leadership and management to the Planning team
- With the Chief Executive and Trustees, contribute to the development and implementation of key priorities for the Planning team, ensuring that they accurately reflect the aims and objectives of the charity
- Allocate, supervise and manage the workload of the Planning team to meet planning application and Local Plan timescales, and ensure that responses from the charity accurately reflect current planning policy and legislation
- Ensure the team keeps up to date with current national and local Planning policy and any legislative changes
- Grow the capability and skills of our Planning volunteers by providing training, development and support
- Participate and make appropriate representations in writing and in-person at each appropriate stage in the Local Plan process, including appearing at Examinations in Public (at time of writing only three of Hertfordshire’s ten local authorities have up-to-date, adopted Local Plans); while some of this work may be delegated to others in the team, the Planning Manager is expected to carry out some of this work him/herself
- Review and respond selectively to planning applications that, if permitted, would result in significant harm to Hertfordshire’s countryside; while some of this work may be delegated to others in the team, the Planning Manager is expected to carry out some of this work him/herself
- Review and respond to public consultations on pertinent development issues such as transportation, aviation, minerals extraction, and waste processing
- Respond appropriately to requests for Planning-related advice from local campaign groups and members of the charity
- Participate with colleagues at national CPRE and local CPREs in other counties to develop policy positions and respond to government consultations on important Planning matters
- Communicate key Planning matters to colleagues in the charity for marketing and publicity purposes
- Provide periodic reports to the Trustees of the charity
- Provide periodic data upon request to national CPRE e.g. Green Belt statistics
Person Specification
Essential
- A degree or equivalent qualification in Planning or other related field
- Demonstrable post-qualification experience in a senior role in Planning, either in Policy or in Development Management
- Demonstrable experience managing a team
- Strong interest in the Hertfordshire countryside and commitment to the aims of the charity
Desirable
- Some professional experience in both Planning Policy and Development Management
- Membership of RTPI
