We are looking for a Head of Planning to lead a dynamic service in one of the UK’s major growth areas.

Swindon is one of the UK’s fastest growing towns, earning us a seat at the prestigious table of the Five Fast Growth Cities. We have ongoing investment of over one billion pounds in town centre regeneration, and 14,000 new homes provided for in strategic new communities to the north, south and east of the town. 

We have a fantastic opportunity for a Head of Planning to lead the Council’s planning service through a diverse agenda with a focus on maintaining and improving service standards and performance to deliver quality sustainable solutions for Swindon. 

The Head of Planning will effectively and confidently manage a Planning team, with the opportunity to drive development within a fast-paced and demanding environment.

As the Head of Planning, you will collaborate with Directors, Heads of Service and other key stakeholders to help shape and manage the organisation’s development and the Council’s ambitious growth plans.

The successful candidate will be a sound negotiator with a proven track record of innovative and quality service delivery. This should be focussed on the Development Management process, strategic town expansion and planning policy development. Experience of overseeing complex planning schemes, planning policy documents and planning appeals is essential.

The postholder will lead on all day to day aspects of the planning service with responsibility for the planning committee, budgets, performance and staffing. The postholder will also drive the review of Swindon’s Local Plan and be proactive in using the planning service to deliver corporate priorities, including the regeneration of Swindon’s Town Centre and a range of housing to meet the full range of society’s needs.

You must hold a relevant post graduate qualification and membership, or eligibility for membership, of the RTPI. You must be fluent in the English language (as a requirement of Part 7 of the Immigration Act – for the effective performance of a customer-facing role), and be able to undertake site visits. Occasional out of hours working is expected.

Experience of operating in a similar role in a Local Authority environment will be an advantage, as would experience of working with local politicians, and other strategic and local partners in delivering innovative and effective services.
