The Oxford-Cambridge Arc (the Arc) is a key economic priority for the Government and has the potential to be both a globally leading hub for innovation, and an exemplar of sustainable, well-designed development which puts communities and people first. This is why at Budget 2020, the Government announced the intention to develop, with local partners, a long-term spatial framework to plan strategically for the Oxford-Cambridge Arc up to 2050.

This is a unique opportunity to be involved with the development of a strategic plan with national visibility, in a globally-significant economic area – and to develop a world-leading, exemplar approach to regional strategic planning.

We have multiple vacancies available within the Spatial Framework team. You will be part of a team which values a holistic approach to place-making, sustainability and economic growth, so you will work with colleagues across the Oxford-Cambridge Arc Unit and MHCLG to ensure that the decisions being made, and agreements we reach with local partners, will benefit local people, businesses and the environment in the long term.

HPTO Strategic Planner (Oxford-Cambridge Arc / Spatial Framework)

This role will develop your career by supporting the development of a strategic plan with national visibility, in a globally-significant economic area, and a world-leading, exemplar approach to regional strategic planning.

We are looking for candidates who have the following skills:

Strategic planning or place-making expertise, with a planning or similar professional qualification

A strategic thinker, with the ability to also get across the detail: you’ll need to understand and quality assure technical work, making it accessible to Ministers and general readers; and to use evidence and sound judgement to influence decision makers.

Organisational skills and ability to work with independence in a fast-paced and dynamic environment.

Relationship management and communications with stakeholders

Ability to see the bigger picture, by making links and thinking creatively in order to position the work within the bigger picture, including in times of change.

Desirable Skills

Awareness, experience or understanding of the Oxford-Cambridge Arc area and the unique opportunities and challenges it faces.

HEO Policy and Engagement Officer (Oxford-Cambridge Arc/ Spatial Framework)

This role will give you the opportunity to develop your career as an engagement specialist on a high profile government project as well as ensuring spatial framework engagement is integrated with a wider communications strategy. You will help to kick-start the engagement strategy early-on, to fulfil our commitments made at Budget 2020.

SEO Policy and Stakeholder Engagement Manager (Oxford-Cambridge Arc/Spatial Framework)

This role will give you the opportunity to lead the stakeholder engagement and deliver a strategy to meet that ambition, with an emphasis on using innovative and digital tools to support our approach. You will also ensure spatial framework engagement is integrated with a wider communications strategy.

For both the HEO and SEO Policy and Engagement Officer, we are looking for candidates who have he following skills:

Excellent interpersonal skills, including experience of working with senior colleagues and stakeholders, and being able to distil information and present information for a variety of audiences.

Excellent communication skills, with good political awareness and experience of delivering engagement activities or campaigns in a fast-paced environment.

Ability to see the bigger picture, by making links and thinking creatively in order to position the work within the bigger picture, particularly in times of change.

Excellent decision making and judgement skills, and ability to synthesise complex issues effectively at pace.

Strong organisational skills and ability to work with independence in a fast paced and dynamic environment

Desirable skills:

Previous experience and/or awareness of delivering local or central government engagement or communication strategies

Previous experience of engagement in the planning process
