Planning Enforcement Officer
£22,183 - £25,991 per annum pro rata
22.2 hours per week

Malvern Hills District Council seeks a Planning Enforcement Officer to join its proactive and customer focussed development management service to handle a variety of planning enforcement investigations.

We are seeking a self motivated and enthusiastic individual who is looking for a varied role investigating alleged breaches of planning control, ensuring compliance with planning conditions and section 106 legal agreements and ensuring that developers deliver what they promise.

Planning or other relevant investigatory experience is essential, along with excellent organisational and communication skills and computer literacy.

The post holder will be responsible for maintaining records on developments where breaches of planning control have occurred, to monitor these sites and negotiate with developers and/or landowners to ensure future compliance. You will prepare cases where formal enforcement action is to be taken (in consultation with the Council’s legal advisors) where breaches of planning control cannot otherwise be resolved. You will be required to provide high quality planning advice to applicants, members of the public, parish and town councils and elected members of the district council.

The successful applicant will be expected to have an up to date knowledge of current planning enforcement legislation with regard to establishing whether development is being carried out without the necessary planning permission, where planning conditions are being breached and/or whether planning obligations are not being complied with.

Key Requirements:

• Relevant planning enforcement or other similar experience of a regulatory nature
• Experience of dealing with people in sensitive and, at times, confrontational situations
• Ability to undertake site visits to remote rural locations (essential)
• Educated to at least ‘A’ level standard

Skills and Experiences:

• Good IT skills
• Good oral and written communication
• Knowledge of planning law and practice
• Experience of Police and Criminal Evidence (PACE) procedures and interviewing

Location: Although the main base is at the Civic Centre in Pershore the successful applicant will also be expected to work from offices at The Council House in Malvern depending on the operational needs of the joint enforcement service. Further information will be given at the interview.
