Infrastructure, Town Planning, Communications and Engagement roles – Oxford-Cambridge Arc Development Corporations Programme
The Oxford-Cambridge Arc (the Arc) is a key economic priority for the Government and has the potential to be a world-leading hub for innovation, and an exemplar for sustainable, well-designed development which puts communities and people first.
To help the Arc meet its long-term economic potential and deliver much-needed homes, MHCLG, working with Homes England, is examining the case for sustainable new settlements/development and the most appropriate delivery mechanisms to bring these forward. As part of this initiative, we are recruiting for a Town Planner, a Senior Town Planning and Infrastructure Specialist and a Communications and Engagement Manager. Senior Town Planning and Infrastructure Specialist, Oxford-Cambridge Arc Development Corporations Programme £ 36,337 (National), £ 39,598 (London)
Responsibilities:
• Working with specialists in the wider team and department to develop a robust evidence-base specification relating to planning, environment, transport and utilities.
• Supporting delivery of the evidence-base specification and acting as lead client for some commissions, holding responsibility for scoping, procurement, oversight and delivery.
• Collaborating with MHCLG colleagues, Homes England, other government departments, Arms Length Bodies and local partners on specific elements of the planning and infrastructure programme.
• Leading on the resolution of complex multifaceted issues relating to planning, environment, transport and utilities.
• Supporting the wider team in delivering an effective work programme.
Town Planner, Oxford-Cambridge Arc Development Corporations Programme £30,188 (National), £33,210 (London)
Responsibilities:
• Working with specialists in the wider team and department to develop a robust evidence-base specification relating to planning, environment, transport and utilities.
• Supporting delivery of the evidence-base specification including the scoping, procurement, oversight and delivery of external procurements.
• Collaborating with MHCLG colleagues, Homes England, other government departments, Arms Length Bodies and local partners on specific elements of the planning and infrastructure programme.
• Supporting the resolution of complex multifaceted issues relating to planning, environment, transport and utilities.
• Supporting the wider team in delivering an effective work programme.
Grade 7 Communications and Engagement Manager, Oxford-Cambridge Arc Development Corporations Programme £48,197 (National), £53,132 (London)
Responsibilities:
• Designing an effective public engagement strategy for the Oxford-Cambridge Arc development corporations programme. You will need to consider phasing, the most appropriate engagement channels, coordination with other relevant public engagement activities, and the regulatory and policy environment.
• Delivering the strategy and being accountable for its effectiveness via traditional, digital and/or social media, including ensuring we reach diverse/more hard to reach groups.
• Where necessary, procuring and managing external suppliers to support the design/delivery of the public engagement strategy.
• Collaborating with Government Communications colleagues, Homes England, other teams, departments and agencies, and local partners such as local authorities.
• Preparing for public announcements or events, including writing/approving announcement text, media briefings, Q&As etc.
• Dealing with media enquiries, Parliamentary Questions, Freedom of Information Requests of other external enquiries.
• Being part of the leadership group of the wider team and helping to create a motivated, high performing, happy team.
• Potential to line manage one or more team members.
