Planner - (Planning Officer) - Roles in Development Management, Planning Policy and Planning Enforcement

These posts requires an appreciation and understanding of planning legislation and national and regional policy; a knowledge and enthusiasm for stakeholder and public engagement; and the ability to manage tasks and responsibilities to drive forward projects individually and as part of a team.

We are particularly looking for people who have a passion for how the planning system can understand, shape and improve the lives of those who currently and will soon live and work in the borough.

These posts are career graded, with appointment to a particular grade, and progression between grades dependent on experience and performance.

Planning Policy roles

Planning Policy is entering an exciting phase in Newham: having adopted our Local Plan in 2018, the Council is embarking on an early review, focussing on high quality homes to meet residents’ needs as well as embedding the Council’s Covid Recovery Plan and community wealth building principals and responding to the climate emergency. This new Plan will be developed with our community, using co-production and innovative engagement methods.

Development Management roles

As a Planner in Development Management, you will take ownership of the full application process from pre application discussions, through the application process, conditions discharge and defending the Council at appeals in the event of refusals.  We are looking for Planners with experience of a variety of planning applications and appeals and a proactive and collaborative approach to dealing with new development to join our high performing team. 

Planning Enforcement roles

Planning Enforcement is integral in maintaining public confidence in the planning system. This is a hugely varied and exciting role where you will be responsible for managing a busy caseload of enforcement investigations, negotiating with property owners, determining planning applications, progressing unresolved breaches of planning control with formal action, defending the Council at appeal and initiating prosecution proceedings. The team are nationally recognised for their forward thinking and proactive approach to enforcement, with a focus on securing transformational change within the borough to the benefit of our residents.

Principal Planner - Policy

£40,869 - £48,819 pa

Planning Policy is entering an exciting phase in Newham: having adopted our Local Plan in 2018, the Council is embarking on an early review, focussing on high quality homes to meet residents’ needs as well as embedding the Council’s Covid Recovery Plan and community wealth building principals and responding to the climate emergency. This new Plan will be developed with our community, using co-production and innovative engagement methods.

As well as developing a new Plan, the Policy Team work closely with Regeneration colleagues, the GLA and other partners to realise our vision through masterplanning and other delivery-focused projects. The team is also involved in the pre-application process for major and other complex sites. We are known as a team for our responsive, pragmatic and positive approaches to the policy context, receiving national recognition for our cutting edge cumulative impact policy.

The post requires an appreciation and critical understanding of planning legislation and national and regional policy; a robust understanding of the importance of stakeholder and public engagement; and the ability to manage a complex and varied array of tasks and responsibilities to drive forward key projects individually and as part of a team.
