Planning Policy Manager

PO7: Starting salary £52,569 per annum. This post’s salary currently attracts a market supplement of 7% per month

This is an exciting opportunity to join Lambeth’s Policy and Place-shaping team and support the Council’s ambitious Planning service as it embraces the digital agenda and responds to national transformation programmes.

Lambeth is a vibrant inner London borough that attracts significant investment and offers a wide range of challenges and opportunities.  Stretching from Waterloo and Vauxhall in the north, through Brixton and Clapham in the centre to Streatham and Norwood in the south, Lambeth has a distinctive mix of places each with its own character and community.  Lambeth’s priorities are inclusive growth, climate change mitigation and adaptation, reducing inequality and shaping sustainable, high quality places and neighbourhoods.

The successful candidate will be responsible for managing the Council’s Planning Policy team of six professional planners, reporting to and supporting the Head of Policy and Place-shaping and working alongside the manager of the Conservation and Urban Design team.

Lambeth expects to be adopting its revised Local Plan in 2021.  Alongside the Mayor’s new London Plan and one made neighbourhood plan, Lambeth therefore has an up-to-date development plan.  A key priority for the post-holder will be to embed consistent implementation of this policy framework through effective and high-quality advice to the Council’s Development Management and Regeneration teams, developers, the public and elected members of the Council.

The Policy and Place-shaping team is also leading production of a Site Allocations Development Plan Document, using an innovative design-led capacity approach.  The post-holder will be expected to contribute to the management of this project, helping to steer it successfully through public consultation and examination.

Other key responsibilities for the Planning Policy team include preparation of Supplementary Planning Documents, support and advice to neighbourhood planning forums, responding to national and regional planning policy consultations, preparation of Article 4 directions, evidence collation and monitoring/reporting on the application of policy.

The role requires strong skills and considerable experience in planning policy, people management, project management, contract management and collaborative working in a local planning authority context and a politically

sensitive environment.  Candidates should have an RTPI recognised degree-level qualification in Town Planning or equivalent and be eligible for membership of the RTPI.  Experience of planning policy work in London is desirable but not essential.  All candidates should have a thorough and up-to-date knowledge of existing and emerging planning legislation, policy and guidance relevant to a London borough.

Closing date: Sunday 4 July 2021 at midnight.
