Trainee Planning & Development Manager

This important role as a Trainee Planning & Development Manager will advance your professional development. The core of the role involves the preparation of bespoke consultation responses for local planning authorities to ensure that new developments within coalfield areas are safe and stable. Over time, the successful candidate will also be involved in the delivery of pre-application advice to the development industry, and in our ongoing programme of pro-active customer engagement. In time, you may also be involved in making key inputs into the Coal Authority’s own development projects.

This post will enable you to gain an in-depth understanding of the significant impacts of coal mining legacy and its implications for planning and development. This is an excellent opportunity to gain valuable planning experience and a unique insight into the role of the statutory consultee.

About you:

You will be an aspiring Planning professional, having completed an RTPI accredited degree and/or post graduate qualification. You will have an awareness of the operation of the Planning systems in England, Scotland and Wales, the critical relationship between planning policy and the making of effective Development Management decisions, and the role of statutory consultees in the planning system.

You will need to be ICT-literate, confident in using GIS based data-management software, and skilled in the analysis of plans and documents to reach evidence-based conclusions. Our work requires you to be well organised, clear thinking, and thorough. While we will support you and guide your professional development, you will need to use your own initiative, and learn to work at pace with limited supervision. You will need to be consistent with adherence to established policies and procedures. Excellent oral and written communication skills, and a rational and empathetic approach are also essential in providing a high quality service to our customers. Prior experience of a development management role in a local planning authority would be beneficial, but not essential.

The Coal Authority’s Planning team deals with a fast-paced workload of around 9,000 consultation requests per year, providing advice to 181 local planning authorities across England, Scotland and Wales. We provide essential assistance and inputs into Development Management and Development Plans, but we’re also involved in influencing national planning policies, providing pre-application advice to the development industry and supporting the Coal Authority’s own development projects.
