How you'll make a difference

In this varied role, you will make a difference by managing Planning Enforcement, Building Control and Environmental Enforcement areas of the business, shaping the strategic direction of the service. You will also maintain a high quality operational delivery and lead the day-to-day management of a National APSE award winning team.

The team delivers services across 53,665 hectares within one of the largest unitary authorities in the UK. South Gloucestershire has one of the highest growth rates in the country and 22,000 new homes are currently planned over the next 20 years and work is already underway to develop a new West of England Joint Spatial Plan which will only continue this trend. You will also ensure that we benefit and meet green belt provision, maintaining compliance with agreed planning permissions and building regulations, important and high-profile issues that attract significant public interest.

In this role you will secure and manage the delivery of, multiple contracts of up to £30,000 in order to generate £546k income per year. Forth-coming additional project areas of focus will be to introduce new services to support poorly maintained housing, re-designing Planning Enforcement processes, reviewing Building Control in line with the national Building Safety Governance Review and accreditation to quality standards.

This role attracts an additional £5144pa to the basic salary, qualifying for a market factor salary supplement.

What will you be doing?

  • You will be responsible for the day-to-day management of three teams including Building Control, Planning Enforcement, and Environmental Enforcement and you will act as the Council’s lead professional advisor within these functions.
  • It will be your responsibility to lead and develop the management team so that team members are capable, skilled and knowledgeable and a positive culture is fostered. Your team will consist of 19 multi - disciplined professional staff. 
  • You will be shaping the strategic direction of the service whilst ensuring high quality operational delivery, ensuring effective service delivery and the meeting of performance objectives.
  • In the role you will lead strategic planning for a range of technical, enforcement and regulation services and service areas. You will also propose and develop policies, regulations, codes of practice, processes and procedures for services, monitor and control their implementation and determine and enforce compliance.
  • You will formulate, propose and gain approval for longer-term and annual business plans and budgets within service areas and overall ensure accurate and effective budgeting.
  • Partnership working is key to our success and you will lead partnership arrangements on behalf of the Council and identify and pursue other opportunities for partnership working. You will also provide expert professional advice on major issues on behalf of the Council in all areas of control and expertise.
  • A key part of the role will be to prepare and present reports for the Council, external contacts and partners on the interpretation of major issues impacting on technical, enforcement and regulation services.

What we need from you

  • You must have a degree or equivalent professional qualification, and Membership of an appropriate professional body such as Royal Institute of Chartered Surveyors, Royal Town Planning Institute.
  • It is essential that you have a good understanding of legislation and national best practice in Building Control, Planning Enforcement or environmental enforcement regulatory areas, together with experience of working at a strategic level in one of these fields and a have good understanding of commercial imperatives.
  • We require you to have experience of leading and managing a multi-disciplinary staff team at a strategic level with responsibility for Building Control, Planning Enforcement, or environmental enforcement activities.
  • You will have substantial experience of working strategically across internal departments, statutory partners and with local communities to plan and deliver activity in response to identified need and local wishes.
  • It is essential that you have sufficient knowledge and experience of managing elements of the service to satisfy the requirements of appropriate national bodies, Government inspectors, and the Courts.
  • You must have the ability to problem solve in a complex multi-agency, legal and regulatory context and an demonstrate an awareness of taking into account corporate policies alongside decision making.
