Deputy Team Leader – Plan Making and Infrastructure – Spatial Planning

Salary from £35,865 pa to £46,701 pa depending on skills and experience – plus lease car or cash alternative of £3,050pa

This role attracts an enhanced recruitment payment of up to 10% of salary payable in the first month of employment.

Flexible/Hybrid Working

This post sits within the Plan Making and Infrastructure section of the new Spatial Planning Team, which is also responsible for place making, and for the enabling and delivery of major projects such as the South of Ashford Garden Community – one of 19 Garden Communities designated by the Government, which will deliver around 7,250 new homes, alongside a new 142ha public park, new schools, primary healthcare provision, and new ecological areas. You will be working flexibly as part of a multi-disciplinary team handling a wide range of planning, development, and corporate issues. You will act as line manager and mentor to junior staff, and will have day-to-day responsibility for the preparation of a range of Development Plan documents. You will be comfortable engaging with local people, politicians and a range of external organisations, and will occasionally be expected to be available outside normal working hours.

With a large, growing, and prosperous town as its focus for growth, the borough is also characterised by its particularly scenic and pastoral landscapes, interspersed with historic towns and villages. Incorporating large areas of two AONBs to the north and south, and transport infrastructure of national importance, including the Channel Tunnel Rail Link which provides for 38 minute journeys into central London as well as rapid connections to the Continent, the borough experiences many challenges to accommodate significant growth, in particular on the fringes of Ashford, and in its Town Centre, but also in some of its larger rural settlements.

Whilst the borough’s Local Plan was adopted relatively recently, there is a need to anticipate further growth as well as to respond to the challenges of delivering what has already been planned for. There is also an imperative to continue to proactively take forward green planning initiatives, tackling the climate agenda and delivering Biodiversity Net Gain for example, and to confront a host of inter-related challenges.

Delivering exemplary design is at the top of our agenda. We are one of a small number of ‘Local Plan Pathfinder’ authorities, working closely with MHCLG and others to take forward digital planning initiatives. Ashford has numerous Neighbourhood Plans in various stages of development.

The Spatial Planning Team is at the forefront in responding to these and other challenges, and works closely with colleagues to deliver a holistic Planning and Development Service.

It is essential that you have a Degree in Town Planning or a suitable related subject along with:

  • Experience in presenting planning material to Councillors, the public and other, non-professional, stakeholders. Experience in drafting local plan policies. Experience of preparing written evidence to support a policy position. Experience of close working with communities and politicians to secure the best possible outcomes for the Council.
