Development Management Team Leader

Regulation and Economic Development

Salary: Grade 7, £33,782 - £37,890 per annum

Overall Job Purpose:

To lead and manage the performance and staff of the team responsible for the whole range of Development Control functions to ensure its objective and targets are achieved as part of an efficient, effective and resilient Planning Function.

Key Tasks:

To take responsibility for the management and continuous improvement and performance of development control staff within the team.

Identify opportunities to improve the efficiency, effectiveness and resilience of the service’s provided by Development Management.

Responsible for their own caseload and that of their team in dealing with and formulating recommendations on planning and related applications and matters either for presentation to the Planning & Orders Committee or under the authority’s delegated functions scheme in accordance with agreed targets, timescales and priorities together with compiling and preparing cases, and representing the Development Management Section in respect of planning appeals at any hearing or inquiry.

Ensure that submitted planning applications are properly validated within a specific and recognized time scale.

Ensure that their own work and that of their team takes full account of the policies of relevant development plans, supplementary guidance and national planning policy and guidance and maintain a high level of professional knowledge of relevant planning legislation and case law, and apply this to ensure quality, robust and sustainable planning recommendations and decisions.

Liaise with and advise on planning related matters with other Services of the authority, external bodies and members of the public and maintain effective communication and engagement with stakeholders and partners (including elected members, developers and the general public).

Attend and lead at the Planning and Orders Committee as required to present applications, together with related site visits and lead on the preparation of the schedule as required.

In the absence of the Planning Development Manager supervise and oversee the day to day running of the Development Management Section to ensure that its objectives and targets are achieved.

Consistently demonstrate professional values, standards and behaviours and develop and motivate the Development Management Section’s staff to work to their highest potential and support activities to deliver cultural change and commitment to continuous improvement.

Support the development and operation of the Planning Function’s electronic and data based business systems and processes.

Deputise for the Planning Development Manager as required.
