About the Role:

We are recruiting senior level Planners to join our friendly, award-winning planning team. This is a great time to join LUC. Since its creation 55 years ago, LUC has been driven by the belief that planning has an essential role to play in shaping the world around us for the better. This work has never been more critical or urgent.

Our 60-strong planning team works across all levels of planning from strategic planning at the national, sub-regional and local levels down to site-specific planning advice. These roles include managing and contributing to a range of public sector projects within our strategic planning team, including:

  • Sustainability Appraisal (SA) / Strategic Environmental Assessment (SEA) of national, sub-regional and local plans and programmes.
  • Plan-making, including cutting edge work on strategic spatial options assessment.
  • Evidence and policy-making in relation to climate change, green infrastructure, strategic environmental initiatives, community infrastructure, Green Belts, renewable energy, minerals and waste as well as site assessments.
  • Habitats Regulations Assessment (HRA).
  • Health and Equalities Impact Assessment.

The successful candidates will be part of a team of dedicated planning professionals who often work closely with our landscape design, landscape planning, ecology and transport colleagues. We are committed to high quality professional work with a strong emphasis on delivering sustainable solutions.

The roles will involve managing all stages of project development from tendering through to completion, including generation of new business.

We are looking to recruit more than one strategic planner. Our team has never been busier as we support numerous local authorities around the country to prepare sound and sustainable plans that respond to the current climate and ecological crises, housing shortages and health and social inequalities.

LUC has provided advice and support to Government and local planning authorities on SA/SEA since the SEA Regulations came into force in 2004 including helping to write the Government’s first guidance on SA/SEA. We were also instrumental in developing current methodologies for HRA of Local Plans. LUC has been involved in well over 100 SAs/SEAs and around 50 HRAs with no legal challenges to date.

We are looking to recruit project managers at the following levels depending upon skills and experience:

Senior Planner

  • Managing small-medium projects or supporting project management on larger projects, including budget management, invoicing, client liaison and co-ordination of internal teams.
  • Contributing to tender preparation and other business development activities, including attending tender interviews.

Principal Planner

  • Managing medium-larger projects, including external sub-consultants where relevant.
  • Leading tender preparation and other business development activities, including attending tender interviews.
  • Some line management responsibilities.

Associate Planner

  • Managing larger or more complex projects, including external sub-consultants where relevant.
  • Leading tender preparation and other business development activities, including taking a lead role in tender interviews.
  • Contributing to leadership of the wider Planning team including line management and mentoring of more junior staff.
  • Input to company/local office management.
  • Contributing to delivery of internal and external training, in the field of strategic planning and assessment.

The role includes the opportunity to share and participate actively in the management and ownership of the business through the Employee Ownership Trust, which places full ownership of the company with the employees.

This role could be based in London, Bristol, Manchester, Cardiff, Edinburgh or Glasgow. We are happy to discuss a blend of working from home and the office if desired (once pandemic risks / restrictions are lifted).

A full time role would be based on 37.5 hours Monday to Friday. However, LUC has a strong track record in flexible working and we have been recognised for our flexible working culture, so we are happy to discuss a range of flexible working options for this role including some remote working and /or part time hours (minimum 30 hours per week) if desired.

Salary range: £30,000 - £50,000 per annum FTE depending on experience and location. 

About you:

We are seeking enthusiastic and experienced project managers who are keen to be part of LUC’s growing strategic planning team. Applicants should have experience of managing strategic planning projects either through a previous consultancy or ‘client-side’ experience as well as managing Sustainability Appraisals.

Educated to degree level in a relevant planning or environmental degree would be desirable. E.g. planning, geography, environmental science / management / consultancy.

Good oral and written communication skills are required. An organised and efficient approach to completing work within tight deadlines is important, as is the ability to build effective relationships with colleagues and clients.

Experience of undertaking or managing other statutory assessment processes such as Habitats Regulations Assessment and Health Impact Assessment would be desirable but not essential.

Other experience such as plan preparation including relevant evidence studies and policy-making would also be desirable.

Excellent report writing skills and numeracy skills is necessary and a membership or working towards full membership of the Royal Town Planning institute would be an advantage.

An appetite for continuous learning and professional development is important for this role as well as being personable with strong people skills.
