Planning Policy Team Manager: £45,859 - £50,775 + £5,750 per annum market supplement + £4,000 golden hello
MAIN PURPOSE OF JOB
To be the lead officer and manager of the planning policy team within the Planning Policy Division, ensuring the Council provide an efficient and helpful service to customers in all aspects; including the providing advice on development proposals; coordinating and directing the work of the Planning Policy Team; leading on the monitoring and updating of the Local Plan; and providing advice to senior officers and Members of the Council.
KNOWLEDGE, SKILLS AND EXPERIENCE REQUIRED
- Extensive post qualification experience in planning policy (Local Authority or private practice) with managerial experience
- Experience of performance delivery and achieving good quality outcomes
- Good knowledge of the current national and local government agenda specifically in relation to planning policy
- Experience of achieving customer focused services
- Excellent communication skills both verbal and written with experience of public speaking and presenting reports to Members
- Ability to negotiate with developers, site promoters and outside organisations to achieve the Council’s objectives
Qualifications
- Relevant degree or equivalent level qualification is essential
- Management qualification is desirable
- Extensive relevant experience is essential
- Member of the Royal Town Planning Institute or equivalent is essential
Principal Planning Policy Officer: £38,890 - £42,821 + £3,000 per annum market supplement + £3,000 golden hello.
Permanent and 12-month fixed term opportunities available.
MAIN PURPOSE OF JOB
To lead in the production of the Council’s Local Plan and other planning policy documents. To lead in the monitoring, review and interpretation of policies and the compilation and maintenance of the Local Plan evidence base. To lead in the Council’s contribution to strategic planning.
The postholder will provide professional planning advice to ensure that the Council can provide a statutory planning policy framework to meet the needs for development, infrastructure provision and environmental protection within the part of the district outside of the South Downs National Park.
KNOWLEDGE, SKILLS & EXPERIENCE REQUIRED
- Detailed working knowledge and experience of planning policy legislation and procedures.
- Detailed working knowledge and experience of applying government planning policy and case law relevant to the formulation of local planning policy.
- Detailed working knowledge of local government, in particular the roles of statutory agencies, parish, district and county councils in relation to planning policy.
QUALIFICATIONS
- Degree in Planning (or Degree in related subject and MA or post graduate Diploma in Planning)
- Full Membership of Royal Town Planning Institute or working towards full Membership
Senior Planning Policy Officer :(Neighbourhood Plans): £32,910 - £36,922 + £3,000 per annum market supplement + £3,000 golden hello
MAIN PURPOSE OF JOB
The job is to provide support and advice on behalf of the local planning authority to local communities to produce neighbourhood plans and/or neighbourhood plan development orders.
This role will aim to achieve:
- Close working with communities and Council officers to integrate Neighbourhood Plans with the Chichester District Local Plan into an effective policy and implementation framework.
- Operation and maintenance of internal systems and project management processes for the making of Neighbourhood Planning / Neighbourhood Development Orders as appropriate.
- Provide support and guidance to the Council and local communities to produce neighbourhood plans in accordance with requirements set out by central Government.
SKILLS, KNOWLEDGE & EXPERIENCE REQUIRED
- Up to date knowledge of current planning practice, legislation and procedures as it relates to local and neighbourhood plans.
- Detailed knowledge relevant to the preparation of plans at the neighbourhood and site-specific level, as well as SPD, development briefs, parish plans, Village Design Statements etc.
- Knowledge of how to help communities develop their own plans and/or of engaging communities in the planning process.
- Ability to produce a range of materials including policies, protocols and procedure notes, strategies and committee reports.
- Understanding of design issues in a rural/ village/ small market town setting
Qualifications
- Degree in Planning (or Degree in related subject and MA or post graduate Diploma in Planning)
- Full Membership of Royal Town Planning Institute or working towards full Membership
Additional remuneration and relocation (all roles):
Car allowance: In addition to salary, market supplement and golden hello (recruitment payment) detailed above, each role will benefit from an annual essential user car allowance payment of £1,239.
Relocation Support: Applicants to all roles will be eligible for financial support if needing to relocate to the area.
Golden Hello (Recruitment payment) explanation: For external candidates with five or more years proven experience at professional officer level only, the post is also subject to a one-off Recruitment Payment, 50% will be paid after the successful completion of your probation period, the remaining 50% will then be paid 6 months from the date of your completed Probation.
Working arrangements
Presently the council operate remote working, once restrictions are lifted, they will be operating a hybrid arrangement with two – three days per week to be office based. This may be negotiable on an individual basis.
