The Department for Transport (DfT) works with our agencies and partners to support the transport network that helps the UK’s businesses and gets people and goods travelling around the country. We have an ambitious programme for investment in transport infrastructure across the country to keep the UK on the move, to level up our regions, decarbonise the way we travel and recover from the recent pandemic.

Spatial and Transport Planning is fundamental to ensuring we have an effective transport system. It ensures that the need for new infrastructure and development is balanced against the environmental, social and other impacts it may have. It identifies what development is needed and where, what areas need to be protected or enhanced and whether a proposed scheme or development is suitable. No transport investment can go ahead without first satisfying the checks and balances of the planning system – it is a critical part of any transport scheme delivery.

The Opportunity

Planning has never had a more important role to play in the delivery of our transport objectives. With transport the largest emitter of CO2 in the UK, ensuring that the planning system encourages sustainable communities, with public and active travel modes as the modes of choice is vital, alongside the Department’s plans to decarbonise transport. Following the recent Spending Review the Department also has the largest capital investment programme across Government with significant road and rail building programme, with the planning system playing a crucial role to ensure these delivering programmes are progressed in the best way possible.

In recognition of the important role land-use planning has in supporting all the Department’s priorities, we have recently created a new consolidated Planning Division to lead on all aspects of strategic planning, casework and coordinating planning activity across all the Department’s modal teams. The team is made up of 50 staff currently split between London and Newcastle, however in the future staff may also be based in DfT’s Birmingham or Leeds offices. The new head will take forward the leadership and consolidation of this new team, ensuring that the Department’s interests are represented as Government undertakes an ambitious programme of planning reform, that planning decisions taken by the Secretary of State are made to time and legally robust, and that planning skills and expertise are developed across the Department.
