Job Details

Dartford’s connections and infrastructure are more than just the Dartford crossing. Dartford rail station, adjacent the Council offices, is the busiest in the County, part of the TfL Oyster card area, it links to a wide range of stations in London and in Kent via Thameslink and other services. As well as: Ebbsfleet International Rail Station (17mins to London) in the east of the Borough; good bus services, including TfL buses, in the Borough; and the FastTrack rapid transit system.

Dartford is one of the very fastest growing districts in the country, as a result of planned new and extended communities on brownfield land. We are now planning to 2037. The Council has invested in facilities to serve the community of Dartford and is seeking to ensure that growth in the Borough is balanced with infrastructure and facilities. As an authority that has had the Community Infrastructure Levy in place for 8 years we are well-placed to support this infrastructure provision.

The role is required to oversee the collection and the monitoring of the Community Infrastructure Levy. This will involve dealing with associated enquiries and formal requests; managing a clear database with regard to CIL liabilities and exemptions; monitoring site commencements, phased payments and exemption deadlines; and enforcing against non-payment. The post holder will need to keep up-to-date with case law and legislation and advise other officers as necessary. This is an important role securing payment of the Community Infrastructure Levy due; in order to support the infrastructure delivery required by the rapid growth in the Borough. Ideally you should have experience of dealing with Community Infrastructure Levy collection and monitoring, or experience of dealing with planning applications, either as a technical officer or planning case officer.  You will need to be experienced and confident in the use of spreadsheets and planning monitoring and have an ability to understand complex government legislation.  You will also need good communication skills.

As a new role, you will have the opportunity to make it your own and take a lead on the collection of CIL, working alongside the Senior Infrastructure Planner in monitoring the CIL received..
