Lambeth is recruiting a City Infrastructure Lead. This is a newly created role that will lead a brand-new team, which sits within the Operations and Innovation team of the Economy, Culture and Skills division.

This is an exciting opportunity to build and manage a team that will ensure that the right infrastructure is secured and delivered to support growth in Lambeth that benefits the local community. The successful candidate will co-ordinate the work of different sectors in the Council including Planning, Finance, and the Capital Investment teams and work proactively with colleagues, and other stakeholders to manage the Council’s approach to infrastructure delivery.

About the team

The City Infrastructure team will oversee the Council’s approach to infrastructure planning, funding, and delivery. This will include implementation and management of systems and mechanism to monitor non-financial obligations to the Council by developers (CIL and S106), such as the delivery of affordable housing, workspaces and community facilities, viability reviews, and application of eligibility criteria for Affordable Housing residents. The team will assess progress of active construction sites to decide when monitoring and enforcement of obligations are triggered.

The team will also work with finance and other teams to forecast council tax and business rate income and other key benefits that arise from new building constructions in Lambeth and will work with the Policy and Development Management Planning teams to prepare, review, monitor and implement all items relevant to their role arising from Local Plan Policy and be engaged in annual reviews of the council’s Infrastructure Delivery Plan.

The role

We are looking for a talented, dynamic individual with a passion for building communities and ensuring new developments provide value and benefits for local residents. Experience and understanding of on site development and construction will be essential to ensure that critical assessments, such as early stage (viability) reviews, are monitored and undertaken.

The successful candidate will develop strong relationships with stakeholders and colleagues to ensure the right infrastructure is secured and delivered to support growth in line with the projects identified in the Council’s Infrastructure Delivery Plan. They will play a leading role building the newly created City Infrastructure team. The post holder will be responsible for the direction, support, and development of the team, and for managing professional services consultants where appointed. They will need to foster productive working relationships and provide support and assistance to other team members where necessary.

The successful candidate will also be responsible for ensuring the development and delivery of continuous improvements in all aspects of the service; and will lead, motivate, and develop staff to create and maintain a highly competent and participative workforce.

There will be a strong focus on collaborative working, including working collaboratively with the Systems & Digital Technical Lead to investigate, develop, and recommend as appropriate relevant new and emerging software to ensure the team works with the most effective and modern applications available, and will work closely with key officers across on the council in developing the GIS infrastructure relevant to the role, keeping up to date with the latest GIS innovations as appropriate.

The nature of the job requires someone who has excellent leadership and relationship building skills, a willingness and flexibility to try different approaches as well as challenge accepted existing thinking.

You will need excellent communication skills and will use your professional judgement to make reasoned and considered recommendations on complex matters, and present these to the Head of Operations and Innovation.
