The planning team at East Cambridgeshire District Council is on a mission.

We are seeking highly motivated planning professionals, looking for an exciting and agile role to showcase and be rewarded for their planning skills to join our 29 strong Strategic Planning and Development Control Service.

The past year has seen us review and significantly invest in our planning service to help prepare for a new Local Plan to shape the future growth and prosperity of our region. We also manage a busy and varied case load which includes overseeing several major projects, creating new supplementary planning documents, bringing on commercial sites and supporting community-led development and neighbourhood planning.

We have expanded our capacity and committed to adopting the latest technological advances that streamline our processes and enable us to deliver high-quality customer service. All this is supported by a new website launching later this year and an office refurbishment.

Section 106 Officer

Salary: Grade 5 (£32,654 - £37,035)

About you

To be considered for the role, you should:

  • have a recognised qualification in planning, appropriate to the level of the post, and/or equivalent experience
  • be proactive and confident to demonstrate your judgement and initiative
  • be a positive team player who wants to deliver for the council and our communities
  • have excellent written and verbal communication skills
  • be innovative and open-minded to respond to the changing planning macro environment
  • have a passion to deliver high quality customer-focused planning outcomes
  • have a valid driving licence

The Role

  • To lead on S106 Agreement negotiations, monitoring and spend for the Council, ensuring spend supports the Council’s requirements. Negotiate S106 agreements through the planning process and provide day to day management of S106 legal agreements to ensure that the provisions within them are enacted at the correct time, managing incoming funding contributions and associated spend
  • Provide consistent advice to colleagues and applicants on S106 obligations, planning applications/pre application enquiries and heads of terms
  • Negotiate S106 Agreements on behalf of the Council, working with applicants, planning and legal officers and infrastructure providers
  • Lead the administration, monitoring and enforcement of S106 processes, including the database of heads of terms, charges, allocations and spend

Post Requirements

  • 5 GCSEs (including English and Maths) or equivalent
  • Business Administration qualification or similar or similar experience
  • Knowledge of developer contributions; CIL and S106
  • Experience in working in Development Management and or the management of S106 Agreements
